In a report to the Department of Labor and Employment, the Philippine Embassy in Israel noted that for the first half of 2017, the deployment of Filipino caregivers in Israel increased by 27% compared to the 2016 figure for the same period.

According to the report, deployment from January to June 2017 reached 1,748 compared to 1,376 from January to June 2016.

Labor Attaché to Israel Rudy Gabasan noted that the double digit growth proves the increasing demand for Filipino caregivers in Israel. “Per our interview with the agencies and employers, they prefer to hire caregivers from the Philippines because they are perceived to be more caring and patient. These are innate qualities among Filipinos,” he said.

Illegal placement fees is still the main issue among caregivers in Israel according to the report. To address the problem, the Philippine and Israeli governments are negotiating a bilateral labor agreement. The Philippine Embassy expects the deployment of Filipino caregivers in Israel to increase further once a bilateral labor agreement is finalized between the two countries.
